3rd Grade Reading Summative Assessment

Students may meet promotion requirements of the Literacy Based Promotion Act (LBPA) by:

  • earning a passing score (level 3 or above) on the multiple-choice portion of the 3rd Grade MAAP-ELA Assessment in April.
  • achieving a passing score (level 3 or above) on either of the two retest opportunities (May & June/July) on the 3rd Grade Reading Alternative Assessment.
  • achieving a composite score of Level 3 or higher on the 3rd Grade MAAP-ELA Assessment after the writing is scored.

Students who do NOT meet the requirements of the LBPA will be retained in 3rd Grade unless they meet a good cause exemption. Good cause exemptions are limited to the following:

  • Limited English proficient students who have had less than 2 years of instruction in an English Language Learner program;
  • Students with disabilities whose individual education plan (IEP) indicates that they have a significant cognitive disability and that participation in the (general) statewide accountability assessment program is not appropriate, as authorized under state law;
  • Students with a disability who participate in the state annual accountability assessment and who have an IEP or a Section 504 plan that reflects that the individual student has received intensive remediation for 2 years but still demonstrates a deficiency in reading OR was previously retained in Kindergarten or first, second, or third grade;
  • Students who demonstrate an acceptable level of reading proficiency on an alternative assessment approved by the State Board of Education;
  • Students who have received intensive intervention in reading for 2 or more years but still demonstrate a deficiency in reading and who previously were retained in Kindergarten or First, Second, or Third grade for a total of 2 years and have not met exceptional education criteria. (Explanation: Students can be retained for a total of 2 years, which may or may not be a repetition of the same grade. For example, a student who is retained once in 1st grade and once in 2nd grade has been retained for a total of 2 years.)
